Understand the Climate Debate in Congress

Congress passed a climate bill, relatively weak but historic politically, now the debate moves to the Senate and here is a fantastic overview of what is actually in the House bill.  The outcome is important for 1. the international negotiations on climate that will follow in the fall, 2. getting the US started on emissions reductions and, 3. giving the right signals to business leaders and entrepreneurs: showing them that solving climate might is the next way to build our economy.
